remove ä from title as it is used in the uri for elicitation - this could potentially lead to issues in the future

allow that auth providers are added through the config file without forcing the admin to fully remove the unused providers to not display them
by adding an enabled-Flag on the provider config and hiding it from the user if its disabled

change loading of local config files to better support mounted docker volumes and default config file updates

improve ui for optional equal rule, add more tests for parser, adjust templates to new change to maintain consistency
